Sources close to Taiwanese handset makers say that China will soon unveil a set of enforcement rules to liberalize its licensing controls over the manufacture and sale of handsets.

China’s Sate Council had decided earlier in October 2007 to lift the licensing control. However the ban is still enforced due to the absence of enforcement rules.

Officials from China’s Ministry of Information Industry are said to have had a meeting in Shenzen last week to go over the details of the enforcement rules so that the liberalization could be completed.

According to the enforcement rules that have been proposed, domestic and foreign handset makers or vendors will only need to apply for permissions for the handsets they plan to introduce into the Chinese market without an operating license. The products and the facilities of the manufacturers will however need to meet testing and inspection guidelines. Vendors will need to ensure that their products are of good quality and provide after-sales services.
